addional domain controller not work when DC geos shutdown

domain controller and additonal domain controller,

when domain controllers get shutdown, additional domain controller active directory services not opening,

it says naming information cannot be located, specified domain either does not exist or could not be contacted.
when promote additona domain, checked GC

both have correct dns settings,
