I create a .vsct file by creating a new xml file (https://video2.skills-academy.com/zh-cn/visualstudio/extensibility/internals/how-to-create-a-dot-vsct-file?view=vs-2022) , and then added to the project reference. Finally, after I modified the visual studio environment language, the menu command of the plug-in did not take effect. I don't know where I went wrong. Who can help me.

I have read this tutorial before, and added it to the project compilation option (VSCTCompile) according to the instructions, but it does not work during the running of the application; but for other resources defined in Resource.resx, it can be localized normally. Is it because of the lack of some configuration? (For example, I did not add the NeutralResourcesLanguage option described in the article, because the application did not load correctly after adding it).
Is there any way I can debug plugin menus not being localized? (For example, are there related files generated in the output directory?)

My discovery: I tried to decompile and compare other plug-ins, and found that ""Menus.ctmenu" seems to be missing under the Resource directory in the DLL.

I solved this problem. The reason for me here is that I did not add resources related to cto in the project. And vs will automatically generate an empty resource file (.resx) during the compilation process, and prompt that the automatically generated resource file does not exist (actually exists), warning message: "VSSDK1009: could not find any matching cto files to merge for resource 'obj\Debug\_EmptyResource.resources", which caused the menu resources to fail to be merged into the cto file, which is what we saw and disappeared in VS.
So my solution: Create two empty resource files (zh-hans, en-US), and configure them as MergeWithCTO in the project file
