I would like to have an automated process that terminates and deletes all suspended messages regardless of whether or not they can be resumed. I am assuming that a stored procedure could be written to do this and then scheduled on the database server with the SQL Agent Jobs.

Just enable routing for failed messages on the ports and have a send port subscribing to failed messages. Then they will be automatically removed.
