@Brittany, Thanks for posting in Q&A. Based on my researching, Apple MDM didn't provide the API to turn off iPad updates. So it is unable to be done in Intune. You can feedback to Apple MDM support to request the feature:

But Intune provides the setting "Defer software updates" for Automated device enrollment (supervised) which allows you to delay when software updates are shown on devices, from 1-90 days.
And also there's option to specify a schedule that determines when the update installs. For more information you can refer to the following link:

For your scenario, you can set the "Defer software updates" as a workaround.
