Microsoft documentation is up to date and specifies Biztalk requires SQL Server (Enterprise Edition recommended) and versions supported are SQL Server 2016, 2017, and 2019. Biztalk does not support any Azure PaaS database product offered by Azure, including Azure SQL Managed Instance.
