WSFC+AlwaysOn で OS 起動時にクラスタコアリソースがオンラインにならない。

教えて下さい。

WIndows Server 2022 + SQLServer2022 のサーバー２台で、Windows Server Failover Cluster ＋ AlwaysOn を構成しています。

サーバーをシャットダウンした状態から電源オンすると、クラスタコアリソースがオンラインになりません。

状態：仮想IPがネットワークアダプタに割り当たっていない。SQLServerのリスナーの仮想IPは割り当たっている。

手動でオンライン操作すると問題なくオンラインになります。

状態：仮想IPが割り当たる

その後はSQLServerのAlwaysOnも問題なく動作しているように見えます。

状態：リスナーに接続もできて、フェールオーバーも問題なく動作する。

何か調べる箇所などあれば教えて頂きたいです。
