Active Directory management for multiples sites,same domain

HI All,

i am working in a envirment which have one main branch with 220 + Users and few with 10/7/5/14 users and all these branches have connected using VPN.

now we are planing to implement windows active directory solution for all these branches.for main branch we can deploy seperate server.

but my concern is how to manage other four branches with small amount of users.

what is the best way to complete this task..
