Why are Universal Print Shared Printers able to be installed to user PCs who are not in the Access Control List?

I have Shared Universal Print printers to groups in our Tenant, but users in our tenant, who are NOT in any of those groups can still search for and find those printer shares and install those printers on their Intune Managed Windows 11 devices. Why is Access Control not preventing access to people not listed in access control?

Hello,

Could you check if the printers have any explicit permissions set at the printer level that might override the access control settings? This could include individual user or device permissions on the printer itself.

Have you reviewed the Intune policies and profiles specifically related to printer management? Confirm that these policies are correctly configured and aligned with your access control requirements.
