Azure Spring Apps is a fully managed service for Spring Boot apps so that you can focus on the code rather than underlying infrastructure. If you are looking for VM series, core, memory, check out Profile types doc and the workload profiles determine the amount of compute and memory resources available in the environment (Container Apps). Also refer Standard consumption and dedicated plan and pricing page for more detailed info.
However, unfortunately, we cannot guarantee or specify CPU instruction since we use different general-purpose SKUs based on the regional capacity availability (currently using V4 and V5 AMD and Intel SKUs).
