Do I need 'Enrollment program tokens' for IOS to fully manage a corporate phone via a Intune?

I am trying to fully manage a corporate iPhone. I was thinking if i need the Enrollment program tokens from business apple site, I already enable everything with Apple id and it certificate. Can I fully manage the phone and deploy app and etc without Enrollment program tokens?

Please give me an idea how it work., I also tried to get the token but I don't see the billing option in the business Apple. please help me out with step.

    According to your description, I know that you want to know how to fully manage a corporate iPhone.

    Based on my researching, I found that if you want to fully manage the phone and deploy app, you can try ADE enrollment which need Enrollment program tokens.

    Moreover, please check whether the device was purchased from Apple Business Manager or Apple School Manager. If yes, you can follow the steps in “Get an Apple automated device enrollment token” to get the token and do other steps to finish the enrollment.
