How do you allow an iOS app to open another app when restrictions are assigned to the group in Intune?

On an iPad, we have Power Apps that has a link that opens up in Power Bi. However, when I have the restrictions assigned to the device configuration profile in Intune, it does not allow the app to open the other anymore. However, I don't see a setting in the device restrictions that would block that. Is there a certain setting in there that would block that? Or does the template for device restrictions have a type of implicit deny on that?

    According to your description, I know that you have assigned restriction policy to block one app open another app through a link and you want to know which settings in device restriction block that.

    According to check IOS restriction settings, I found that there are two related settings may be related, please check whether you have configured these settings:

    1. App Store, Doc Viewing, Gaming - Block viewing corporate documents in unmanaged apps.
    2. Restricted apps - Type of restricted apps list.

    However, if we don’t have the above setting, to narrow down the issue, please do a test and provide us the information below:

    1. Try to unassign the restriction policy to the iPad and check whether you can open Power app in Power BI app through the link.
    2. Please provide us the restriction policy settings.
    3. If we open Power App on the device directly, will it be blocked?
    4. Check if there is app protection policy assign to the iPad, please provide us app protection policy settings.
