How to fix missing authentication cookie in a shared Excel file

I was able to view a shared with me link to an Excel worksheet for a few weeks and now I get a Microsoft verify me window, I put in the code emailed to me and then it fails and says "authentication cookie could not be updated." I tried regular support and they couldn't help. Any help would be immensely appreciated!
I've signed in and out, cleared cache and cookies, and reset one drive. I'm using personal 365 on Windows 11 to access a shared work excel worksheet.
