Report API returning duplicate rows with differing Performance Statistics values

When downloading a report from the Report API, we expect there to be no duplicate rows with identical attribute and segment columns. However, we are seeing duplicate rows with differing Performance Statistics values. The segments used are Network and DeviceType, and identical placeholder IDs are used to replace real IDs. See attached image for more context.
