Azure Translation Model Stuck on Deploy

I set a model (English > Chinese (Simplified)) to be published on 9/25/2023 and it has been stuck on "deploying" with no completion date since then. I would like to publish a different model, but I am unable to cancel the deployment, delete the model, or deploy a different model while this is happening. I am also unable to unpublish the currently published model.
