Why can't I get the new ui refresh on Microsoft office 365

I am using Windows 10 on the latest version, and am using the latest version of office 365. But I can't see the "what's new" panel to turn on the new ui refresh. How do I turn it on?

    Did you mean you want to know how the new feature enable in Excel?

    Not all new features are new to the ribbon, possibly for some of the original functionality.
