How to shutdown or suspend standard load balancer when not in use and how will the billing happen.

Hello,
You can't suspend or shutdown a load balancer.
If your purpose is to reduce costs, maybe you could explore Application Gateway

I understand that you would like to know if we can Stop/Shut down a Standard LB.

As stated by Achraf Cherki El Idrissi , starting and Stopping of Azure Load Balancer is not supported.

You can only start and stop an Application gateway.

Refer : How can I stop and start Azure Application Gateway?

When you stop and start Application Gateway, billing also stops and starts
