Move the resources form disabled subscription to new subscription

We have a resource group, emru_rg_4707, which is run out of credits for the subscription. We have tried to change the subscription with subscription ID: b9b3c8c5-3d68-4f8e-be5f-e805fa6eb973 to the subscription: e2e9c0b5-4a55-4aac-90eb-d8ffd1b23d4c.

However, we get the following error message:

Is it possible for you to re-enable the subscription, so we will be able to move it to the other subscription?

For enabling an account that has been disabled, you need to create an Azure support request. Select Subscription Management for the issue type.

    The support team will gather required details and enable the subscription for 48 hours.
