how to resolve a lab account lockdown problem

lab account를 생성하는데 아래와 같은 오류가 생겼습니다.

    the best option might be to open a support case with Microsoft Azure support for clarification.

    Azure Billing and Subscription support is offered by Microsoft by no cost and it's for free.

    Contacting the support regarding the issue is mentioned in the error message as well:

    please reach out to support to request an exception if required, it's recommended to try out lab plans
