Based on your description, there are a few possible reasons and solutions that you can try:
- It may take some time for the system to update the changes after removed User on 365 group. It can take up to 24-48 hours for the user to be completely removed from the group and stop receiving notifications.
- The user may still have permission through the Office 365 group that is related to the Teams group. To remove the user, you need to go to Azure portal and open the group related to the team. In the left pane, click on Members, then verify if the user account appears on the list and remove it, do the same for Owners list.
- The user may still be a member of the Teams group even after being removed from the Microsoft 365 group. To remove the user from the Teams group, you need to go to Teams admin center and select Teams > Manage teams. Then find the team and click on Members. Next to the user’s name, click on More options > Remove from team.
