Bing resources are suspended for the subscription

I recently upgraded a free Azure subscription to a pay-as-you-go plan. During the trial period, I had a Bing Web Search v7 service. It worked fine until my free period ended, and I needed to upgrade my plan.

After I upgraded, I started receiving a 401 error for any new Web Search API calls.

Things I have tried (in addition to all the other suspension threads):

  • Regenerating new API keys
  • Updating my billing credit card
  • Deleting and creating a new Bing Web Search v7 service
  • Checking that the Microsoft.Bing provider is registered in my subscription (it is)

Anytime I attempt to deploy a new Bing Web Search v7 I receive the error:

Is there something I'm missing? Thank you in advance!
