Error creating Azure AI Personalizer

I cannot create an Azure AI Personalizer.

I'm trying to follow an exercise for AI-102 as outlined here:

My subscription has the Microsoft.CognitiveServices resource provider Registered.

The error that I get is:

Could not create the marketplace item

Oops!

Could not create the marketplace item

Gallery item is required, no gallery item is provided.

The steps to reproduce it are:

In the Azure portal, search for Azure AI services. Then select Create under Personalizer in the results list.

Please help.

    Personalizer is retiring and no no new Personalizers can be created from Nov 2023.
