Microsoft Windows E3 - virtual application

Hello, I am planning to use Azure VM of series NCas T4 v3 with Microsoft Windows E3. Is it by using Microsoft Windows E3 that I can assign my client to use as a virtual application? the documentation did not mention any virtual application, but other gpu vm mention about it
