Based on my understanding from your question above.

You are able to do a SSH to an Azure VM located in China although you are not able to access any web servers based in Azure.

You can follow the steps mentioned below in order to troubleshoot this issue.

• You can use IP flow verify to test if there is any NSG present which is blocking the connectivity.
• Check if the connectivity is blocked due to OS firewall of the VM
• Perform a nslookup command for the webserver address and see if it is able to resolve the IP address and this is not a DNS issue.

If this does not help, please share more details on the error received when trying to access the web server and also more details on the location of the web server. Thank you!
