I understand that you would like to know if it is possible to link two virtual networks located at two different Azure regions with one ExpressRoute circuits.
Yes, you can link up to 10 virtual networks to a standard ExpressRoute circuit. All virtual networks must be in the same geopolitical region when using a standard ExpressRoute circuit.
If you enable the ExpressRoute premium add-on, you can link virtual networks outside of the geopolitical region of the ExpressRoute circuit.
So, if you are using a Standard ExpressRoute circuit, then you can add 10 virtual networks to the same ExpressRoute circuit from the same geopolitical region.
In your case, you have 2 Azure regions - Japan East and Japan West and both belongs to the same geopolitical region "Japan", so yes, you can add both region Vnets to your ExpressRoute circuit.
