If you download the app from the Microsoft store, then you don't need to care about the license, the store will manage it. That means if you download it from the store, the license will be automatically installed to your device.

We use vs2019, the generated package is msixbundle, and there is no license. Others use vs2017, which generates appxbundle, after submitting Microsoft certification, there will be a license.

We will pre-install it on the machine later, so we need to obtain the ODM package from the developer center, which should have a license. After using the msixbundle generated by vs2019 to submit for certification, there is only the link to download the symbol file in the developer center

If you want to pre-install your app inside the windows image, then you might need to check the document I post in my original reply.

If you want to upload the app to the store, you will need to upload the .msixupload file instead of .msixbundle file.
