Windows 11_23H2 image using the image deployment framework

Hi, I’m trying to build a multilanguage Windows 11_23H2 image using the image deployment framework,

I’m using X23-60383 Win 11 23H2 x64 English HomeProSLSN OPK as a main file, trying to add second language zh-cn (Simplified Chinese).

After adding major language families, FOD Packs, Local Experience Packs (LXPs), I try to install windows 11 for testing, after installation , I’m able to select Simplified Chinese at the language selection page, when finishing all the first time setup steps , entering the desktop , I found out some of the internal apps , like “notepad” ,“calculator”,”snipping tools” ,”Paint” , is still English and has not become simplified Chinese just as the Recycle Bin(回收站) and This PC (此电脑), about this issue , did I miss any files to add or missing command while using the image deployment framework ? or what will causing this situation?

Add major language families (Join zh-cn as an example)
