I'm glad that you were able to resolve your issue and thank you for posting your solution so that others experiencing the same thing can easily reference this! Issue:
Error on accessing cloud service:
Your Cloud Service deployment is degraded because all role instances are unavailable.
Solution (provided by gabriel braharu):
Eventually I solved this by Rebooting the webrole instance.
