Issue with datadisk

We have VM with image 1.0.1 and that VM has VS build tools in it, where "data storage and processing build tools" is not installed in the 1.0.1 image

But we created VM out of 1.0.1 and enabled data storage and processing build tools and made image out it as 1.0.4

then when we try to use image 1.0.4 we are getting following error

Virtual Machine Scale Set Name: "TestScaleSet"): compute.VirtualMachineScaleSetsClient#Update: Failure sending request: StatusCode=409 -- Original Error: Code="OperationNotAllowed" Message="Operation 'Virtual Machine Scale Set' is not allowed on Update Virtual Machine Scale Set 'SCALSET' since the number of data disks 1 in new Image differs from the number of data disks 0 in the previous Image.

Please suggest. is enabling data storage and processing build caused this issue?
