From your description, I know that the update policy for iPadOS was not worked.
Based on my research, I find there are some information you can check for the update policy for IOS/iPad devices.
- Check the policy status in Intune portal.
- It is available for supervised devices, and it applies to IOS 10.3 and later(supervised), iPadOS 13.0 and later(supervised).
- If you select a previous version, you must also deploy a device configuration policy to delay visibility of software updates.
