I setup an OS update policy for our iPads since we push internal apps to them and need to make sure an update won't break the app so need to test it before deployment. The issue is, for example when 17.1.2 came out we made sure that wouldn't cause an issue, so told the policy to install it.
All the iPads went to 17.1.1 and then said they were all up to date. For some reason it is stopping one version back from what it is told to install.
This is how it is currently setup.

From your description, I know that the update policy for iPadOS was not worked.

Since I posted this, 17.2 came out which we tested and got the ok, so I changed it from updating to 17.1.2 to 17.2 and will see when the policy pushes on Friday if it updates at all and if it goes to 17.1.2 or 17.2.

Let's wait and check whether the update can work until Friday. If the update cannot go to 17.1.2 or 17.2, you can unassign the policy which does not allow people to manually run updates on the system and check whether the update can go to 17.1.2 or 17.2.

I have my test system here that I had manually sync to InTune yesterday. Today it is offering 17.1.2. It seems like it does one version back then the one selected in the policy.

It hasn't been resolved. It is still one behind. I told it to do 17.2 and it did 17.1.2.

You can unassign the affected policy and try to sync it with Intune to check whether you can manually run updates on your system and see whether the latest version is available.

Not really sure what is going on now. They are all in the same Apple Business Manager with the same InTune policies of automatic OS update and can't be interfered with. They are all on the same wireless network. They all checked in today. Most are on 17.1.1 or 17.1.2 but there is a splattering of 7.2 and some still in the 6.X.
