Company Portal tries installing a profile when a profile is already installed

We get new iPhone from Verizon that are preinstalled with our ABM Profile preinstalled on them. On the iPhone in settings at the top we can clearly see the profile shows installed. When I have a user restore from a back or even do a fully new phone, we download comp portal and have them sign in it gives a 1-4 Prompt to install a profile(even though the profile is already installed). Sometimes it works correctly and only gives a 1-2 prompt and its sees the profile correctly. At first I thought it was downloading Comp Portal manually, so I allowed it to auto pull and still same issue, I have tired doing with and without IOS backup same issue, I tired removing the ABM Profile and reinstalling it through apple configurator and still no luck with it. I can not find out why sometimes it works and sometimes it does not.

Any advice on what to do would be great.
