b2c , singin only user flow , gives AADB2C99002: User does not exist. Please sign up before you can sign in.

i have a web app and using b2c with pingone identity provider in "sign in only" user flow with no local users setup ,with application claims as :display name , email , given name, identity provider and identity provider access token , surname,user object identifier, and identity provider is with the openid discovery url to pingone, with clinet and secret , scope as openid, response type as code, response mode to form_post, gone thru the basics of idp for user flows , and followed the basic of response urls etc, not able to get the access token from the pingone but gets error on the jwt.ms page as
