It's really a strange issue. Per my experience, here are some possible cause:
1,What apps are they? Some native apps on iOS, such as Phone, Messages, and FaceTime, are considered essential and cannot be completely hidden or uninstalled on iPhones. This is by design to ensure that critical communication functions are always available. These apps might not be as restricted as they are on iPods and iPads.
2,iOS Versions: Do the affected iPhones have the same OS version? The behavior of native app restrictions and their management can vary depending on the iOS version. It's possible that newer iOS versions or iPhone models have different restrictions or settings.
