Is it possible to image match using azure ai? for example two images taken of the same handwritten label

Hi,
If I have a handwritten label on a box, and take multiple photos of the label, is there an azure service that can image match the handwriting and identify that the photos are of the same label?
I know that I can use OCR to read the label, but I might have multiple labels with the same text, written in different handwriting. I want to be able to detect unique handwritten labels, rather than unique text in the handwritten label - will I have to build a custom model?
