I understand that you would like to create a dual Azure Express route Circuits with different service providers.
- Generally, Azure ExpressRoute Gateways are deployed in the Hub VNET
- And other VNETs in Azure (called Spoke VNETs) are peered to this HubVNET
- You can link this Hub VNET to both of the ExpressRoute Circuits.

Depending on the Gateway SKU of your VNET, please note that you can only link it to a certain number of circuits.
Using Active-Active Set up is not recommended
- As this would lead to traffic originating from One Circuit and leaving via another circuit leading to asymmetric routing.
- So, instead use Active-Passive set up.
- To prefer one circuit over other, you can either use connection weight
- or You can achieve this using AS PATH prepending
