there is a hardware failure on my issuing CA and it won't boot up, how do i restore to anohter server

Not sure how did you back up you CAs, following methods for your refrence:
Restore the system state from the backup on the new server as said in the article: Designing and Implementing a PKI: Part V Disaster Recovery
A system state backup should be used when you will need to restore to the same hardware.
Or manually restore the CA ,Perform the steps 4-8 in the following article:Step-By-Step: Migrating The Active Directory Certificate Service From Windows Server 2008 R2 to 2019

As long as you have a backup for All the CAs, we can restore the PKI from the backup.
