exporting disks

My subscription has been suspended and my VM can't be run. I want to download important data on disk but I can't because exporting disks is allowed only when the VM is deallocated or the disk is unattached, or when the disk is not in ReadyToUpload or ActiveUpload state, I can't stop VM

you can try using the storage explorer tool

https://azure.microsoft.com/en-us/features/storage-explorer/#overview

if you can't access the vhd, you can open a support ticket to the Azure team at the following link

https://portal.azure.com/#view/Microsoft_Azure_Support/HelpAndSupportBlade/~/overview

to enable you to download the data.

Yes, it is possible;
With the subscription disabled, you cannot use the features, but you can export the data:

you need to go to your disk e select disk export:
