Virtual WAN gateway fails to provision

For a couple of days now, I have been trying to provision a (VPN) gateway for a Virtual WAN hub in Azure. I have Owner roles on all available subscriptions and I am Global Administrator on the connected Entra tenant. The Virtual WAN and the hub are both in West Europe. I am attempting to provision a gateway with one scale unit with Microsoft Network-based routing. When I try to provision the gateway to connect my VPN sites to the hub, after about 5-15 minutes, the gateway gets set to "Failed" state and I get the error below:

Failed to create VPN Gateway 'redacted-westeurope-gw'. Error: The operation failed due to following errors: '["The operation failed due to following errors: '["The vpn gateway deployment operation failed due to an intermittent error. Please try again."]'."]'.

I have checked all documentation and troubleshooting guides but none have been helpful so far.
