Azure SQL DB Sync with other databases is greyed out

I got same question, I was trying to transfer data from dynamic crm to On-Premises local sql server db, I put this azure database as middleware, first transfer data from crm to azure database, then try to using Azure database sync group to sync Data to local sql db. But after I using azure data factory move data from CRM to azure database, I can't do data manage in azure database to create sync group. User's image It was greyed out.
