How to Web Deploy from Visual Studio to VM with 4.7

We are currently trying to Deploy a Visual Studio Blazor App with .NET 8 to a Azure VM. It is currently working on a Test VM and the only different that I can find is the one that is working is using ASP 4.6 while not working is using 4.7 otherwise all the installed components are the same. When looking at the services the 4.7 VM was missing the Web Deploy Agent so I downloaded this and installed the MSI. When viewing the services after it was still not present. We are currently in the process of downgrading our VM to this version to see if this fixed the issue. I have installed all of the required services the same as the 4.6 machine and able to connect but once I hit the Publish we get an error indicating that Web Deploy may not be installed. Should we move to 4.8? What else can be done. The required components are there and running and the necessary ports are open. Thanks Paul
