API Management instance is down due to the upgrade operation.

Hello,

We are trying to setup API Management - since the time the instance was setup, it is in upgrading process.

Following document was used to create instance - https://video2.skills-academy.com/en-us/azure/api-management/get-started-create-service-instance

Resource Health informs that instance is up and running.
Although under 'Diagnose and Solve Problems' -
Following message comes up
"Your API Management service is being upgraded to a newer version. API Management regularly upgrades all services with the latest features. Your service is down due to the upgrade operation."

API is configured to be in 'Internal' Virtual Network.

Can anyone suggest me if there is any there is any configurations that is being missed.

    You're most likely on the Developer tier which does not have uptime SLA and is typically used for evaluation purposes only. In order to avoid any downtimes in the future, please consider upgrading to a higher tier that offers uptime SLA.
