Migration from Server 2012 Foundation to Server 2019 Essential?

Client (charity - low budget) has an in-place Server 2012 Foundation box from their previous IT provider. Is it possible to complete a migration to a new server, running 2019 Essential, to capture existing AD and roles, or do we need to start from scratch, and move all existing devices to the new domain?

    Thanks for the link - I had found that, but it doesn't expressly answer the question, as 2012 Foundation is not listed, but 2008 is. My question is more specific, as Foundation appears to have impediments to the process, but I wanted to ask the community whether they have run this successfully or not.
