From your description, I know you cannot push BitLocker silently via Intune to your organization. Based on my testing, I have configured the same settings as you and I can successfully enable BitLocker silently on my test device.
To narrow down this issue, please check some message below.
1.Does all standard users cannot enable silently BitLocker? Do all admin users can enable silently BitLocker or both admin and standard users cannot enable silently BitLocker?
2.Check whether your devices meet the Silently BitLocker requirements.
3.Follow the link below to troubleshoot BitLocker with the Intune encryption report.
4.Follow the link below to troubleshoot encryption on client side.
