It is possible to integrate a multi-region high availability design into the diagram shown below, using the active-active strategy at capacity and automatic scaling

I understand that you are trying to configure a Highly available environment however, I am afraid I don't understand what is the exact ask here.

A Priority-based traffic-routing in AFD Origins should enable you to choose the Active-Passive Instance, while a Weighted traffic-routing method allows you to distribute traffic evenly (Active-Active)

From AFD Perspective,

• Yes, the above diagram looks like you could route the traffic to either of the regions.
• And since AFD is a global resources, it is resilient to regional failures and your traffic should continue to flow.
