My OneNote never sync at all. I donno why.

Hello, senpai and sensei. This issue has been bugging me for long. EverNote got sucks, so I decide to move. I installed OneNote (not "for windows 10") on my home PC using the installer downloaded from the official website https://www.onenote.com/download?omkt=ja-JP. I then signed in to OneNote with the MS account for educational institutions granted by the university, and imported the notes exported from Evernote into OneNote. Next, I installed OneNote for each OS on my android smartphone and windows PC at my office, and signed in with the same Edu MS account. The manual sync button does not work and notes are not sync foreverly. The web browser ver. doesn't work too. I really want OneNote work and sync correctly. What should I do next? Sorry poor question but this is all of what I understand about this situation. Please and please for your help.
