SharePoint 2019 OnPrem Information Right Management (IRM) Not Show Up in Document Library

Hi, we configure SP 2019 Information Right Management in Central Admin and select option "Use this RMS server:" and we specified IRM server that we setup. However after we click save and OK, when browser document library and don't see IRM link available in document library settings. Are there any extra configuration that we need to perform or wait few hours before it show up?
