SP Workflow Manager : Service Bus Message Broker stuck on starting (Windows Server 2022)

Hello, I am installing SharePoint Workflow Manager on Windows Server 2022 for a SPSE farm. The Service Bus Message Broker times out on the install wizard. After reading https://video2.skills-academy.com/en-us/answers/questions/720156/workflow-issue-service-bus-message-broker-stuck-on, I added registry entries for TLS 1.2. I dont see any application in IIS application pool. The only clue I have is in the application event log :

  Should we use the lastest version of the .Net Frameword (4.8) ? It really looks like a bug in the application.
