I am told to ask my administrator for privileges but I should be the administrator of my business accounts.

I am trying to access my businesses volume licensing services and I need to use our "official" email account now instead of my generic gmail address. I have tried to get things switched over but always during the process I am told that I need permissions and This account is managed by your organization. I am the one that would be the manager of our organization. Where do I go to get this taken care of?? It always sends me to the Windows Store for Business. Not sure if this is where I need to be?
