Will SharePoint 2013 Workflows continue to be supported on SharePoint 2019 Server and SharePoint Server Subscription Edition?

I understand that SharePoint 2013 Workflows will be deprecated for SharePoint Online in 2026.
However it's unclear about the future of SharePoint 2013 Workflows for on-premise, SharePoint 2019 Server and SharePoint Server Subscription.

The reason I'm asking is that we have clients that want to stay on-premise because they are storing sensitive information on their on-premise servers. They want a way to use APIs to pull in data from other software tools they are using but are concerned about using Power Automate which runs in the cloud. The solution would be to develop SharePoint 2013 workflows that would make the API calls.

From reading the various Microsoft documentation, it's not clear if they are planning to get rid of SharePoint 2013 workflow for on-premise versions of SharePoint. This is the closest thing I could find...

SharePoint Server support for SharePoint 2010 and SharePoint 2013 workflow > SharePoint Server 2016 and SharePoint Server 2019 will continue to support SharePoint 2010- and SharePoint 2013-based workflows until those products reach their respective end of support dates. SharePoint Server Subscription Edition will support SharePoint 2010-based workflows until July 14, 2026, while SharePoint 2013-based workflows will remain supported beyond that date. For more information about the future of SharePoint 2013 workflow for SharePoint Server Subscription Edition, see Announcing the release of SharePoint Workflow Manager for SharePoint Serverhttps://support.microsoft.com/en-us/office/sharepoint-2013-workflow-retirement-4613d9cf-69aa-40f7-b6bf-6e7831c9691e

But in this reply, while the workflows will still be running, there won't be any way to create new workflows:

If you are using SharePoint Server 2013 or 2016, per my knowledge, existing workflows will not be affected. But you will have no access to modify them in SharePoint Designer. Also, we recommend not to create new workflows anymore.
