Upload VHD Image in a Container - Free Azure Account

Hi, I possess a Symantec PAM VHD image totaling 15GB, and I am seeking clarification on whether uploading it to the Azure Container would incur charges on my free Azure Account. Furthermore, if I proceed with creating a Network Security Group, Virtual Network, and VM machines (specifically Windows 2019 and Ubuntu), I would appreciate knowing the associated monthly costs. And I will switch to pay as you go then how much in this scenario cost me on a monthly basis? Regards, Mohit Trehan

However, please note that storing the image in both Azure Storage container/ACR will incur storage costs.
