I'm wanting to create a custom role where a user can access SharePoint Admin Center but has read-only permissions? There are role's like the Global Reader and the SharePoint Admin role but I am wanting to give the least amount of access possible.

    Unfortunately,the short answer is no. The Microsoft created admin roles cannot be altered, nor can you create your own custom admin roles to perform specific actions at a tenant level.

     I recommend you give suggestion in the feedback portal and help to make improvements. Many features of current products are designed and upgraded based on customers’ feedback. With requirements like this increase, the problem may well be released in the future. I will vote for you.
